Ok first of all i want to say that this are only my thoughts and my opinion regarding both input devices. I do not have a huge amount of hours in the game and mainly play it for fun since this is not my main game.

I am someone that loves playing fps games such as CS:GO, Overwatch, (reaching Global in CS and peaking Grandmaster in OW) and BR games such as Apex, Pubg, and Warzone. I started playing fps games when i was around 6, or 7 years old (currently 20 years old). Therefore i have alot of experience with Mouse and used it to play Osu! aswell when i first started it roughly 3 1/2 years ago. I never really played it actively back in 2016 until i started putting more and more time into this game roughly a year ago. I always wanted to try playing this game with Tablet since i saw many players using it even though i am pretty consistent with mouse. I rarely submit scores since i only play this game when waiting in a queue in another games e.g Overwatch.

So roughly 2 weeks ago i decided to give tablet a try and found a really good deal on a New Wacom CTL-480 for 30 euros (Germany). After trying different grips, and tablet areas i found something that i was comfortable with. I was able to get into the tablet pretty fast (still not comparable to what i was able to do with mouse though). The problem i face with tablet is that no matter what i do there is either a massive amount of input lag, or very little input lag but the cursor is shaking alot (only occurs when hovering but i find it more comfortable with the tablet so dragging is not really an option). I tried the hawku drivers, the devocub version, opentablet driver, and the wacom drivers but nothing really is comparable to the smoothness i have on mouse which isn't really surprising since the mouse i use has almost 10x the polling rate that the ctl 480 has (Logitech G Pro Wireless). I like the freedom of movement you have with a tablet but the fact that i cant find drivers that are lagless and have no cursor shake really bothers me. I even thought about just selling the Tablet and continuing playing with mouse. However im going to give tablet a little more time before i decide though.

Has anyone here had the same experience? Is it really just a matter of getting used to the tablet? And do you prefer Mouse or Tablet and why?

im pretty sure the cursor shake is your hand, not the tablet or drivers, as you cant be perfectly still and the only way to get rid of it is to add a filter that causes lag, which is why you cant find no lag and no cursor shake. a larger area might make it more bearable if its really bad enough that you are missing because of it. mice dont shake because they have a lot more weight and are on the desk, causing friction, not because of polling rate.

I just got a ctl 472 and after a couple days of playing I definitely prefer it, even though I still cant aim well yet, because i don't have to worry about fixing mouse drift anymore, and am willing to deal with the cursor shake and keep input lag low, since it's not bad enough that I would miss because of it - even though i hover which is where you get the most shake.

I recently switched after a couple of months of playing with mouse and prefer tablet because well, I am now using left(dominant) hand now and my aim in 1 week is already better than what it was with the mouse. My tapping hand switched though so I am not really good at those triple taps or streams. I do have a bit more shake but nothing that really interferes with my gameplay though.

The CTL-480 has no smoothing so it's impossible not to shake even a little, the fact that you just migrated from mouse amplifies this shake even more since the difference in friction is obviously huge. Honestly, when I made the swap I didn't notice any difference in the quality of my plays (after I got used to using the tablet of course) so its okay to go back to mouse if you fell like. I just wouldn't recommend selling the tablet because you might want to play again with it in the future.

I come from a "fps background" as well, I have played both mouse and tablet for long periods of time. Tablet is way better IMO

So I played mouse since for around 400 hours when I first started seriously playing, though I always wanted a tablet.
Well, I got a CTL-470 for free, so I immediately started playing with it. At first a I had grips that didn't work for me all, then I actually payed attention to how Shige held his pen, and I started holding it in a similar fashion. It took around a week or so to get my aim up to what it was on mouse.
I loaned out my CTL to my sister, so started playing mouse, it took a lot of time getting used to it and getting my mouse aim to what it was in the past when I started. After 2 months or so I felt like I had my old mouse aim back, but it was way worse than my tablet aim since my aim with tablet had much more agility (I hover). Mouse was way more stable though, especially in flow aim. Well I finally bought myself a cth480 and tried getting used to tablet again. It took around 4 hours to get used to it again.
Point of that story is that I know how both devices work for osu!
I have to also admit that I don't have any experience with dragging

Hovering is fast and agile, as there is no, well drag, and you can easily make micro-adjustments to all aspects of your aim during gameplay. It is shaky though. To get your aim more stable you have to change up your grip for good or momentarily for a specific section for example. Also, just over all experience made me more stable in my case

Dragging and mouse go hand in hand. dragging is basically the same as mouse but with absolute positioning, you cursor can't drift. So in that sense I think objectively dragging is better than mouse, but mouse might be way more comfortable for you, which is a deciding factor if you ask me. Also your possible time in osu! with mouse adds to your skill with mouse overall

TLDR, use what ever feels best. Dragging is the closest you'll get to a mouse with a tablet, but even that is still superior to playing osu! since a tablet can't drift (ofc your grip still can), hovering is where tablet gains massive advantages over mouse with it's freedom of movement just like you said yourself. It's way shakier in all aspects though.. no getting around it. I suggest using OEM drivers as they've worked flawlessly for me

ps. i got my CTH-480 for 30 € as well :)

FPS player should get more comfortable with larger active area when switching to tablet, but I’m not sure if it’s your case.
Generally large area would improve the shake a lot. Otherwise you could disable pen click in game and drag.
