How do you copy beats from one beatmap to another?

There's no in-game way of doing it.
I'm not sure why you want to copy the hitobjects (beats) from one map to another, but you would have to edit the .osu file of the beatmap to do it.

1) Open the beatmap in Edit mode.
2) Under File, click "Open .osu in Notepad". Notepad should pop up.
3) Find the section under "[HitObjects]"
4) Copy everything that's below it, and paste it under [HitObjects] of the .osu file of the beatmap you want to copy it too.
(You can use the same process to open the .osu file of the beatmap you want the beats copied to.)

I do wonder why do you wanna copy beats from one beatmap to another in the first place.

I've had to do this before. I had a Massive Attack map as an osz2 and, even though I had the original folder, it'd still break every time I tried to add difficulties. As such, I had to make a new map and transfer the objects. It was a pain.

As this is a new mapper, the reasons could be anything. They might simply want to copy a pattern from another map to see how it works in theirs, or they might have broken something in the map and had to do what I did.
