Which BPM fits best?

I am trying to create a map for Build God, Then We'll Talk by Panic! At The Disco.

I saw varying BPM's such as 124,125, 129 and 132. Most places say 125.

Would I potentially need to use different offsets?

depends. since the song is not perfectly timed (human error), it will depend on you if you want comfortable gameplay (only one timing point that covers the song, not counting for small imperfections) or accurate timing (multiple timing points across the map, may be harder to do). if it gets too out of sync when using only one timing point, you will need to do the latter.

Sometimes songs will have to teach you a skill that is important, this technique is called "Variable timing" and will greatly help you throughout your mapping career as not every song is gonna be stable in terms of speed.
