this got denied a lot of times, if its a small change, then you can contact accounts@ppy.sh otherwise well you have to wait untill you can buy supporter sorry 
You can't, if you want to change your name, you can buy a osu!supporter tag for 4 bucks, it includes with a free name change with all the benefits in it.
