The offset is set between beats. That's kind of an odd choice...technically the first beat of the song is the first utterance of "War" (1980ms or so) but interpolating back a stanza it's at roughly 265ms.

This map is far too cluttered. It's not that it's particularly busy (though it is at times) but you shouldn't couple large notes with tiny spacing. I'm making this post with the assumption that this is the easy difficulty, but I found numerous instances where this map is quite tough to sightread. 00:21:03 (1,2,3,4) and 00:22:53 (1,2,3,4,1) are a couple of examples. The latter's not a huge issue, but I'm sure could be avoided. 01:10:53 (1,2,3,4,5,6,1,2) - this is probably a better example of cluttering.
You may need to either shrink circle size, increase the spacing, or do a modest combination of both.
00:18:03 (1,2,3) - I would avoid using short repeat sliders like these when making easy maps due to an inability to see when they actually end.
01:55:10 (6) - 'scuse me if I buggered this slider up by playing with the timing, but I've got it ending at 1:56:193, and that sounds...wrong, to me. There's an absence of rhythm here.
I don't think the standards of what constitutes an easy map has changed, but I find this beatmap a little too cluttered/active to play through.

00:10:33 (7) - Avoid putting hitcircles behind sliders. It's a tad messy and hard to read.
1:12:05 - Kiai time feels like it's starting early. There's no kick. Save it for 01:13:97.
01:17:19 (1,2,3,4,5,6,7,8,9,10,11,12,13,14) - Considering the length of the combo, I'd really rather see you doing more in terms of a placement pattern than just running in circles.
01:55:12 (5) - This slider ends at a very off-beat time. 1:55:97 would work better imo
01:56:62 (1,2,3,4,5,6,7,8) - I kinda like this.
02:08:62 - I don't see why you don't move this kiai time onto the beat.
It's a neat song though, well suited for a beatmap.
