What does it give?
Let's take streams for example. When you start hitting 100's you have to change the focus away from notes on the Score Meter to see if you're hitting too early or too late, thus not paying attention on the stream.
Different hit100's (and hit50's) allow you to see if you are streaming too fast or too slow without focusing on the bottom of the screen and keep attention on the pattern

It was implemented in various Stepmania games, each judgement except "marvellous" and "miss" has two variants for early hit and late hit
