some beatmaps have many big notes, making it very hard to read and unfriendly to new players, so there should be a Mod that can disable big notes (If enabled, All big notes are converted to normal notes during actual gameplay)

I believe this can be accomplished with skinning

You can hit big note with only one key (left only or right only), but only give you half score of that note.
