What happened to me
I've had this happen a few times before already, but today I really got frustrated about it: plays that make you lose pp.

Today I played this map (https://osu.ppy.sh/beatmapsets/952409#osu/1988751) and got a new top play on HD (74pp). An hour later I played the map again on HD, this time I got a way higher score but my accuracy was pretty low. Because the score was higher, it removed the original top play and replaced it with this new one (68pp).

That made me lose 6pp... and it let me drop over 2k in the global rankings.

Now my top play is back to what it used to be, a fc on the same map but without any mods.

My suggestion
If the score submission system detects that a submitted score makes you drop pp, because a previous score on that map had a higher pp rating, make it ask the user if they really want to submit that score (and state how many pp they'll lose if they submit it anyway).

When you're playing a map, it's pretty hard to predict if your score/acc will make you lose pp. You only know it when you've already submitted your score (when it's already too late).

Instead of asking to submit, will it make more sense for the server to automatically accept it only if it's higher pp?

but what if the person wants to lose pp on purpose?

You might still want to submit your play when your score is higher (but your pp lower), to place higher on the leaderboards of that map.

Though it's not perfect, performance points is still the metric to represent player's skill. If you play badly, it decreases pp and vice versa, if you play good, the pp will increase. You have the terrible acc on that play, and the punishment for you is losing pp, that's justified. Making the play not submitted is NOT a punishment, and having a metric system without punishment is pointless.

Isn't PP supposed to show best performance, not current performance? If you are choosing for a worse play to count, that is not best performance.

Yeah I agree with this. It's kinda weird for a better play to just be deleted from the leaderboards...

this might actually be a really good feature, because it stops tournament players whining about derankers who do this kind of thing on purpose to put themselves in the rank range of a tournament
