If this user who's blocking everyone >opens a conversation with you< then both should be able to talk. This would be quite comfortable for some IRC mods (like not having to add that person to friends and then remove him just to talk for a while) or any situation you can think of where you just need to chat for a few minutes. Yes, you can always just add that person to friends, talk and delete him, but it'd be nicer if just opening a conversation would work.
