Hards actually do, in fact, give more pp than Insanes on the same mapsets more often than not. Because they're being played by more players and more players fail at them which raises their weighting or something like that. Or basically just look at the top pp-giving scores for /anybody/.

clearing the insane of a mapset with the same mods as the hard will result in higher pp for the insane in contrast to the hard, in almost all cases. but most players can't do the things on insane as good as they can do them on hard, so they get more pp for a good score on a hard than for a mediocre score on an insane.

after that you either have to get very high ranks on the hards or play insanes well
(or find those few maps that give stupid amounts of PP)
I have to admit that when I was around 4k-5k, I could make top 100 on a song and easily pull down 80 PP or more no problem. Now I usually have to top 40 something to get that, and normally I won't get even 80 out of it.
I haven't gained more than 10 pp for a long time.
