There's already an easy way to do this (remove the lights, not change their shape/pattern).
Skin your ranking-panel.png to screen filling proportions, including the background you'd like.

Oh, and notice how my ranking-panel.png is 1024x698 despite my resolution being 1024x768.
That's because there's a black bar at the top of the ranking screen that will always be there no matter what. Pay attention to that!

As I remember I did this in my Flandre's skin... 2 years ago. People should ask me about skinning things more often instead of looking for them. :<
Just do it at 1024x768 resolution. Anchor positions are in corner of screen below black bar so your 85px will be automatically "out screen" at bottom.

Please do NOT use ranking panel to cover this up. Please do NOT use non-standard skin element dimensions. They may break the game in the future, and also cause huge performance issues.
