selection-mode image not covering up actual mode

Started creating some drafts for buttons and I was testing them out when I came across this problem.

How would I go about making the arrow(mania mode) fall behind my selection-mode image? I've referenced some skins and I cannot figure out how they are able to hide the mode.

edit: tried removing the mode-x image files and still shows up

If it's mode-x-small then it won't go behind(you need to move it away from the centre if you want it to go somewhere), if it's not - then what image it is?
