what are your opinions on a hovering tapping style vs just resting it on a desk? I been learning to get used to hovering hand cus I feel like I can relax it more while on the desk sometimes I press pretty hard against it and restrict my tapping a bit I feel.

Hand on desk improves the stability of my wrist and makes my streaming movement much more consistent as a result.
There are people who can keep their wrist stable while hovering it but I'm not one of those people so I rest it on my desk.

I keep wrist mostly on the desk and lift a bit when I play speeds near/above my limit where it's just a matter of shaking as fast as possible.

Personal preference. Do whatever feels more comfortable to you.

VSRG keyboard players talk about this a lot, but for osu, wrist down makes the most sense. The main reason for playing wrist up has to due with flexibility and being able to hit certain patterns, but since osu players don't have to worry about this, I think it's better to reap the benefits of wrist down (better finger control and accuracy).

Hands in the air also makes you pretty flexible in changing setup, but it is more effort. I feel it also forces better posture, because stability comes further back, from your back, butt and legs. Elbow/wrist resting would negate the need for more rigid posture to maintain any stability.
