I made part of the map which feels right timing-wise, then later in the song after a break I notice its off by 1/4 beat (right before 2nd Kiai). I want to say this is a BPM issue but I could be wrong.

Throwing it on audacity and 00:18:288 comes up, playing it by ear and about 00:18:269 comes up, what's the real timing offset? (PS: on Audacity I used Spectogram view and generated a 195 bpm rhythm track and lined it up with the main drops, then applied a -50ms because audacity likes to offset everything by 50ms)

This exactly 282 BPM.
But about offset i am very confused

BPM choice is correct. I think offset is 1550. Answering to your question - you should set an offset when you hearing the FIRST beat, so other sounds doesn't matter for offset.

I think the offset is - 20,245 or 10,139 but i highly recommend to use the first one. I did mod for you explaining why, so check it out for more details.

The correct BPM is 164, offset - 3140. Also i think stating 21,066 this is 82 BPM, changin to 164 in 32,407 and again 82 in 34,967 as well. After that slow part BPM is 164 (starting at 47,040 til the end)

Multiple web sources said that 160 was the BPM for the full song, but I can't seem to get a good offset, so it might not be since this is an intro cut.

i thought it was 120, but for some reason it seems to be a little off at times. as well, some person that once was a top 10 player in his country tells me it's 155 even tho i seems weird af. also, middle section is kinda weird, not sure if tempo changes or not. i think i did get the offset right tho, yay

I or somebody else will attempt to give you a decent BPM/offset, good enough for you to map with at least. Note that it may need fine tuning after the beatmap itself is complete, but that can be handled in the beatmap's thread itself.
Just a suggestion, you can add https://songbpm.com/ on the list. I use it to find bpm of songs i'm going to make maps for and for making rhythm games, it's very useful.

I thought the BPM should be 70bpm but it feels off after a few minutes of mapping. I’m not sure if the bpm is incorrect or it changes the bpm somewhere.
