Experiencing the same related issue as to crystal is right now back on my lol-old Windows 95 PC, it's possible that it could be caused by:
1. A faulty monitor
2. A faulty connection cable
3. Graphics hardware malfunction
What happened on my computer was the malfunction to the graphics hardware, along with some other stuff like a complete malfunction to the motherboard and such. Though, since the PC can be heard booting up, I suppose it can't really be a hardware issue .___.
