While this was discussed as a possibility it will not be the case for this year. Only the best 32 teams will qualify directly into the group stage.

So other question - how did you choose pools format? Why don't classic 6-3-3-3-3 (which back to the graces in tournaments btw) and two bans, like in 2015? Why only 1 tiebreaker?
