To say about the English thing, I think it's quite important. As a nominator, you should be able to communicate with all people, not only the ones from one country. You need to be able to discuss anything about a beatmap, with anybody. One can primarily mod the maps from their country, but that still doesn't mean it's sufficient. There always can be situations where they need to communicate with people from other countries, because BNs do their job for the whole community, not only for their country.
The test doesn't even contain that hard words/expressions. There's no time limit, you are free to use dictionaries and most of the osu-specific words are on the wiki. If one still cannot understand it with these, they just lack of English skills to become a BN.
