Whew, that was a very simplicated problem. To get your beatmap to be on time, follow these steps:
1. turn off 1/8 snap divisor (use 1/4). this comes first, and is not necessary, but that divisor will be very annoying as you make your corrections.
2. set your offset to 70ms, do NOT change the BPM, it is on the correct timing already.
3. resnap your notes, you will have to do this manually. Make sure that the very first beat is on the red line on top of the long white margin.
4. Change snap divisor to 1/2, and place the next two notes on the next available ticks.
5. Change beat span divisor back to 1/4
6. Highlight the entire rest of the song by drag clicking on the time line. then, move it so there is exactly 3 ticks between the first 3 notes and the rest of the song.
7. Reset your timing points.
I was able to diagnose this problem by checking if the song sounded more in time by sliding it onto one of the adjacent beats, and it helped the song throughout. that told me that the offset was, well, off =D. It's a neat trick, you should try it the next time you have one of those problems. If you run into any other problems, go ahead and message me, I'd be glad to help.
