Like, you're not even trying to upscale shit and interpolate to retain quality. You're just downscaling right now. I'm pretty sure Windows 7 Paint is capable of downscaling without using nearest-neighbour.
Hell, even the forum (browser) downscales better than what you have in your avatar. You may as well crop out a screenshot of your forum-resized image.
