all you have to do to incentivize (both mafia and town) players is to balance your game ahead of time around a reward for the player(s) with the most non-spam posts at the end of each day

I don't agree with that, i think it needs to be a need to make a certain amount of posts as a rule and nothing more, giving rewards like a roleblock for doing so takes away the fun.
what takes away the fun is an inactive game
adding something like a roleblock reward would help activity and also add a little bit more depth to the game, since you have to wonder why or if the player is going for it

We agree that an inactive game takes away the fun, but the solution to it shouldn't do it neither just to fix the problem, if one doesn't (from my point of view the one i suggested) we should use that one instead.

I was kind of thinking of modding a semi closed 9 player setup like those designed for newbies on mafiascum, should help to ease it a bit for new mafia players.
