I was planning to suggest claiming the characters who you chose, but weren't given to you, and which of your three choices did you get (preference and all), but Mashley's wording is vague.
We don't know if he didn't give those characters due to other people getting the character first (which would be useful if this were only the case) or him not being able to balance the game properly with those characters.

Asking questions are okay, but the second question is a huge role fishing if you think about it (this is PyP).

Besides, if it really was a RV, why do you even care that someone voted me already before?
RV's are random, they're supposed to not be affected by whether or not someone voted the one you RV'd before.
