... There's a difference between someone complaining about 'bad quality' and the post itself being horrible.
At best that looks like just a muddle of red/brown with some random eyes.
Do everyone a favour and take a screenshot of it from a local play of the anime you're posting since posting a shot of a stream is just plain stupid. I can assure you that you can go back countless times in this thread without finding a person blatantly post up a crap image without a decent reason for it.
It's too pixelated to be even worth trying to take a reasonable (and not just randomly listing any/every anime) guess at.
Even then, from what we can (barely) see I'm taking a horrible stab in the dark and guessing: Howl's Moving Castle.
