I know this pattern when I see it. Mafia makes an RVS vote and doesn't bother returning because whatever they say might raise suspicion. So pretty much vote for lurking

Buddying is not related to bandwagonning. Buddying is where one player "buddies" with another to try to earn some sort of immunity or protection, or where Mafia buddy together (WIFOM: Mafia distance each other).

If you are the Cop, you only have a 50/50 shot of being protected by a doctor tonight, so your role could go right to waste with zero results. If you are the Doctor, you are pretty much dead meat tonight since you can't protect yourself. If you are a vanilla townie, claiming townie is pointless because that's what you would want the mafia to think if you were an aux, and that's what you would want to the town to think if you were mafia (basically there is no reason to believe you anyway). If you are mafia.. then go ahead and do whatever you want

Also, they're less likely to bring a logical reason contrary to an argument against them, making them easier to be kept as a target.
Newbies are easy to sheep for a similar reason.
Newbies also tend to focus on less important things, diverting the Town from something important.
Combine these and you see why the Mafia would find newbies valuable and Townies would be wary of them.
