First two screens are the error messages themselves. The third screen is what happens after the error (the screen freezes that way).

You're using Windows Vista/7, right? Right-click osume.exe and select "Run as Administrator".
Writing files on Program Files folder requires such access.

Same problem, although I forgot to mention that in the op.Winshley wrote:

Try to copy/move osume.exe to different folder (e.g: Desktop) and run it. (Copy/move osu!.dll as well to save time with the download as it's a large file)
Once you can get the new update of osu.exe, copy/move it into the Program Files folder.
