Remove framelimit on hitcircleoverlay

Right now hitcircleoverlay.png and sliderstartcircleoverlay.png is animatable only in 2 FPS and AnimationFrameRate in skin.ini doesn't effect it. I have a lot of fun skin ideas with animated hitcircles, but I can't make them, because 2 frames isn't enough. What's the point in having them animatable with this frame limit?

if there would be no limit you could do things like skinning the AC onto the HC overlay, so that it would still show with HD, so its probably locked to prevent such exploits

But they can prevent it by forcing transparency in HD. The only possible exploit is an AR exploit, like higher AR simulation, but
1. AR doesn't effect on pp calculation.
2. You can't do lower AR, so you can only make things harder.
Btw EZ exploit already exists even with this limit, so idk.

Sorry for the late replay. Forcing transparency on elements would be a really bad idea. Many, if not all, hitcircles will not work anymore. The edges of the HC are usually not cleaned up, because it gets covered by the overlay. It would result in blocky/ugly edges of HCs being visible due to the semi transparent overlay
