I recently upgraded my PC from a WD 1TB Blue (5400 rpm) HDD to a WD 500GB Scorpio Black (7200rpm) HDD
In doing so, I redownloaded all of the programs that I needed for the new drive, and osu! alongside it. I've been experiencing stuttering every 3-5 seconds and much higher latency (2-3 ms higher).
Fix attempts:
Uninstalling and reinstalling osu!
Removing all songs and skins
All drivers are up-to-date.
Nothing on my Task Manager is maxed out (CPU, GPU, Memory, Disk, Network).
Changing from fullscreen to windowed has no effect.
Changing the frame cap or turning on or off 'Reduce dropped frames' has no effect.
I have defragged the HDD today, still no effect.
PC Stats:
CPU: AMD A10 7300
GPU: Radeon R6 Integrated Graphics
RAM: 8GB 1 stick (Specs not given)
HDD: WD 500GB Scorpio Black (7200rpm)
