So My friend virtues got a nice tower of heaven play and he was mad because he did it offline.
I think it would be cool if there was like a Local score submission system where you could manually submit your score (best scores only, just like the submission system we have now)

Already asked multiple times, already denied multiple times. Offline scores could lead to some fishy scenarios, which is why scores are only submitted when you're connected online. If you're disconnected from bancho during a play, you still have a hour to connect back and submit the score. There's also a local ranking option (a drop down menu available right above the rankings), if that's what you're asking, but they won't be submitted, they stay on your computer only. If you're playing offline, osu! may change the rankings to the local ones.
