If spinner-background.png is not found, all spinner sprites are set to default regardless if you have your own sprites in the folder or not. This affects:

spinner-approachcircle
spinner-metre
spinner-circle

osu! version: Any

Well, this is a bit weird. It is not happening on all skins for me.

For example, this skin doesn't even have spinner-background and it seems to be fine.

This one has it, and if you delete it, the problem that you mention will appear.

And on this one, if you delete the spinner-background only the spinner-circle will dissappear. This won't happen if the version of the skin is set at 1.0.

I'm trying to figure out why is this happening. It's not the version.

The code specifically checks for spinner-background skin file in addition to the skin version to determine whether to use old or new styles spinners.
