Problem Details:
Highest score(S rank) for beatmap shows up on local scores, but is not recorded in global scores. The osu website also appears not to have registered the score too. Waited 1 hour and the score still shows up as the A rank one.

I'm afraid you need to replay that map again...
have you tried playing other map and see if the problem happens again?

Seems fine for other maps... In fact, I tried playing this map again but got a lower score, and it was submitted.

That's normal then. Something probably went wrong when trying to submit.

This has happened to me before. Even with being connected, sometimes there may be a server side error where a score doesn't submit.
