This could be due to lack of permissions, or an antivirus program that's preventing from osu! to install correctly, Try disabling any antivirus program that's running then open osu! with administrator privileges
I had that issue too.Try to install osu! by clicking 'old installer'.I did it too and it worked. Just try to download osu! with the old installer and don't worry. You'll have the same newest osu.
