Same problem here. My ISP is Kabel BW.

PLEASE do provide beatmap you're trying to upload on some other filehosting service that we can download to test this.
Last thing I can suggest is using a VPN.

I am also having this issue, im located in Canada and my ISP is telus.
Strangely enough when I got the error I tried uploading (updating) another map without any changes and it worked. After moving a single hitcircle and uploading it the error would show up again.
Tried doing it through a proxy but it didn't do anything, might try it with a VPN later.
EDIT: Tried with Hotspot Sheild, this time took a lot longer than usual for the bar to load then i got a HTTP/1.1 413 Request Entity Too Large error. Il try others later and update

Getting the same error for 2 days already. Uploading worked with my previous ISP, but ever since i've changed it i can't upload anything. It gives me 524 and 500 errors.
