[resolved] Tablet causes keyboard input lag

Problem details:When my XP Pen G640 is active,there is a keyboard input lag.
When using the mouse the input lag disappears

Try disabling Windows Ink? I believe your tablet driver has a checkbox for that in one of the tabs (mapping tab possibly).

Or if that doesn't work, maybe try using a different USB port if possible.

Not really sure what else to recommend then as this sounds like either an issue with your keyboard or tablet driver. osu! shouldn't be doing anything special.

You could also try closing other applications you have running in the background that you don't need to have open as one of them could potentially be causing issues.

All this started after a windows 10 reinstall

That makes the fact that it is a possible driver issue seem even more likely to me.
