What is the best/easiest way to get the hand cam in a smaller frame in the corner? Also, once I have that done how do I precisely sync the two? And another question, how do I make a border around the picture in picture/handcam? I’m open to downloading software but please free only. Also please note this is for a single video, not for a stream.

I believe that you can use OBS or any other software and setup a view similar to that many streamers use, except you say it to redirect output to a file (which will be the final video). In short, OBS gives you the possibility of merging multiple input sources into one, and in your case, these are: video captured from the screen, video captured from the web camera, and the still PNG image with transparent slots designed for both video sources:
