I'm not sure if this is a joke but anyway:
.osk skin files are basically just renamed .zip archived which osu! extracts to the Skins folder. You can put pretty much anything you want in them, but osu! it won't run anything included in it. It just loads the resources it needs from it.

VeilStar, I don't think this is a joke.
You are correct, to my knowledge osu will not attempt to run any odd executables that may be lurking in a skin folder.
If you feel insecure about downloading skin files (.osk), download them no where else but off osu's forums.
