Noob question here, but how specifically do I get osu!mania? I just don't understand it.

Bottom left of song selection next to mods change the game mode. Or mania specific maps will only play in mania

I see that you're relatively new to osu! meaning you probably don't have any real mania beatmaps (that aren't converts) installed, you can find packs them here if that's what you're looking for:
