When I enter full screen I get a selection of 640x840 to 1290x980 and 1280x800 widescreen.
When I enter windowed however, I get 680x840 to 1280x800 and 1024x600 widescreen.
How come it's like this? I just want a full windowed widescreen 1024x800 or something and I big almost full screen of 1280x890. I just want this for improved HD gameplay on a x86 windows 7 computer. Sorry if this is too long or too hard to understand.

I'm inclined to think it's not possible as I cannot on a 1920x1080p monitor. 1440x900 is the highest I can get.

I certainly know of applications that run full res in windowed, but it seems osu! can't or just won't as of the moment.

Are you talking about "borderless fullscreen", where it hides the taskbar etc.?

I dissapoint I can't get 1280x800.
And what's borderless fullscreen? Taskbar?

C:\Program Files (x86)\osu!\ [osu!.Zel.cfg]

Go there. Your file extension may differ and your file name certainly will but open that .CFG up. Make sure Osu! isn't running, then type in your desired width and heigth in the fields applicable. Not the ones that follow with "Fullscreen". Then close and save and boot up Osu!.

This didn't work for me trying to perpetuate a 1920 x 1080p resolution in windowed but I've read success stories of smaller resolutions.
