I'll argue this assuming you are coming from the point of view where time is an illusion created by mind.

Our perception of time is just how fast we perceive things go by. However you may perceive, state progression such as melting of ice to water, fire burning of wood to smoke and ash, seasonal change, etc will go by as fast or slow you want relative to the rate of your choosing. It still goes by at a some rate however, so time can exist without anything there to observe it.

If it makes any easier to understand, think of "how many oscillations does red light need to make to reach a point 1 meter away". Time arises when you put distance, number oscillations, and energy together. Information propagation allows state progression, which we made a fancy word called "time" for.

Finally, that there is a limit for which information propagates, allowing there to be state progression in the first place. Infinite limit would cause all states to happen at once and 0 limit would cause no state to happen ever.

I'm actually very against the view that time is an illusion, and I thought that you held that view as well; I am mistaken. However, I must point out that time does not flow in the way you want it to, as you said. It flows regardless of anyone's will. It does, however, go slower the faster you are going, and faster the less effect gravity has on you. Nothing else (to my very limited and impaired) knowledge can affect the flow of time.

True, but a slight correction on terminology. Those things affect the flow of time relative to something outside unaffected by those things. It does not affect the flow of time absolutely. This means that if everything has the same velocity or is under influence of same amount of gravity, then no changes in the flow of time can be observed.
