Problem Details:

Settting 212 bpm 4/4, 98 007 offset. Actually when i am trying to go to first white tick(using wheel and arrows) it jumps on -1 from real offset. Cant explain till my english is bad. Check .osz file.
Way to solve it: use .osb file and change note's time placement with hands. I got feeling like every note will have -1 offset.
Is that bug or this issue comes from my side?

Video or screenshot showing the problem:

Slider shoud have 3 white ticks lenght

osu! version: 20140814.1 (latest)

Confirmed.
Bara-
Open .osu and delete (in the timing point area) something hard to explain
The 1st point is probably starting with 98007.xxxxxxxxxxxxxxx
Delete xxxxxxxxxxxxx
DO NOT delete the parts after that number, stop when you see a , (as that means BPM)
This might fix it :D

Edit: can you please post the [timingpoints] from the .osu?
Maybe that can make it a little more clear

[TimingPoints]
98007,283.018867924528,4,1,0,50,1,0
98007,-200,4,1,0,50,0,0
99139,-100,4,1,0,50,0,0
...
nothing like 98007.xxx

UP: as i said it may be fixed by change object's timing placement in .osu file. Wrote here cause think that every note may have -1 offset in this situation.

The selector is off by 1 ms sometimes. It should just be a visual issue. Placed objects will be snapped to the correct tick regardless of selector offset.
