[osu!lazer] I have a question about changing platform to play osu from mobile to PC

Problem details: Now im playing OSU! (lazer) in phone. what if i login in my PC for doing some mapping. i worry about first game rule ( 1 account per user )

if you log into osu while the game is still running on another device, you will automatically get logged out on that device, so there's nothing to worry about, but you will have to re-enter your password on the device you got logged out on.

1 account per user doesn't really mean one device per user. So it's fine to be logging in and out of multiple devices if you have to. Just make sure you logout of any other account that's not yours on that device first

Just keep it to one account and you'll be safe
