Are 60hz screen actually nerf ur actually skill? Or just a "skill issue"?

Having a higher refresh rate can help ease the eyes a little bit especially at higher ARs, and some people find it easier to track their cursor. Generally speaking though, it's not a limiting factor at all and there's no reason why you need anything above 60hz to get good. Personally speaking, I spent the first few years playing with only 60hz and learnt up to AR11 without any issues. Upgrading made it more comfortable on my eyes, sure, but it's really not a necessity.

Yes, you need at least 120-144hz
I didn't see any difference between 144 and 240hz tbh, so I wouldn't recommend going any higher than 144

it's one of the most notable pc/peripheal upgrades you can have, if your fps in game is already high enough for the monitor hz

Going from 60hz to 144hz is a great qol change for yourself. Technically speaking, higher hz reduces latency which could affect your gameplay. In reality it wouldn't impact your gameplay too much as you expected. (Not in osu, but for competitive fps games it makes a huge difference.)

Preferences or not, I highly recommend getting yourself a 144 hz monitor if you don't have one already.

The experience of going from 144hz to 60hz is about the same as 60hz to 30hz. You can play most maps just fine, but DT will be way harder to learn at first and you might wall yourself off from it.

Other than that, I do know plenty of people who can still make do with 60hz

I have used a 60Hz, 144Hz and currently use a 240Hz screen.

By far 60 to 144 was a big improvement. The cursor felt fluid and responsive. This will help, with bigger returns the higher your rank is.

I don't think owning 60Hz nerfs your skill, if anything you might be improving at the same rate as someone with 144Hz, but your output isn't being maximised to its fullest. But, in theory, upgrading will elevate you just enough to match someone who's owned one already. That's my theory.

144 to 240 wasn't as substantial, to the point where I could go back to 144Hz without complaints. But it helps.

I say, be happy with 60Hz! But look forward to 144 and see if you can upgrade at some point. 60Hz is acceptable and playable but 144 will give you the edge and it will most likely be hard to go back.

60 hz is basically slavery. 144->240 is significant but not massive. beyond that it's whatever.

Im close to getting rank 5k playing 60hz and i know people that are in the top 100 playing 60hz so its not a limiting factor at all but if you can get a 144hz+ get it.

Lower hz absolutely nerfs your skill if you're old, because every little improvement has a larger impact. If you're young probably less.
