Problem details:
Since 17th of this month, I have been experiencing severe framedrop issues with the game.
To my knowledge, I did not download anything new nor had an update to my system on both the day before and the same day.

My PC specs are definitely not underwhelming. I use a desktop with i5-13600k, RTX 3060 ti, and 24GB RAM with an 240hz FHD monitor. My OS is Windows 11 24H2.
I have tried changing my nvidia control panel settings, rolling back my GeForce driver, turning off discord, changing back to stable, using compatibility mode, using optimal framerate, changing windows performance settings and even re-downloading osu! (although I did backup my beatmaps).
My task manager does not show my CPU nor my GPU spiking at all. And I don't framedrop playing games that are way heavier than osu! either.
The only two things I could think of but have not tried are commpletely re-downloading osu! starting with no beatmaps and rolling back my OS, both of which need a lot of downloads to recover from, especially rolling back my OS.

The weirdest thing about this issue in my head is the fact that this started seemingly without any sort of major reasons. I did not download anything new, there were no updates on osu!, windows, graphics driver, etc. and the gameplay was completely smooth till the day prior.
I would really love some insight on this issue.

First drop in the menu, and second drop during gameplay.

Please upload the videos again via an online hoster (not Discord; expired).

In the meantime, please check things said here aswell if you haven't: wiki/en/Performance_troubleshooting

I have already tried basically everything except for custom framerate which I think should not really be impactful.

Does this happen after a fresh PC restart or will it occur within some time?

Do you have all possible overlays turned off (Discord - but you said you closed that, Shadowplay etc.)? Make sure all external programs are closed for testing, stuff like Wallpaper Engine aswell

It occured after a fresh PC restart as well and I have tried with no tasks running in the background and it still happened.

Now... the previous sentence is written in past tense because there has been an update to the situation: it seemingly no longer framedrops if I am not streaming (with OBS or discord etc.).
I am clueless as to how this has managed to happen. Three things I am suspecting are:
- some sort of natural fix in overheat problem (doubtful since the temperature here has barely changed),
- rolling back my graphics driver to GeForce Game Ready Driver version 572.83,
- and changing bluestacks' graphics settings to default settings, even though it may sound completely unrelated.

I am not sure whether I should call this a progress, but since I wish to be able to stream without framedropping like I used to, for now I will most likely be testing a bit more with different versions of graphics driver.

Also I was told by Civil oath to try getting the performance logs. Below are the files.
