Also, you can use the in-game #modreqs channel or if you need a testplay ask in #mapping, #osu or the other mode-related channels if you want quick feedback.

A good place would be the modding forum (where we are).
You can look into the other open threads, check their rules, and post your map there to ask for feedback.
Other than that: osumod (lin, external website)
Here you can also ask for feedback and mods.
If you simply want to promote your map, use the #taiko channel.
