This one successfully uploaded a 5MB GIF and detected it as a GIF without converting it. Based on the folder, this seems very first ones they created.
I just created team and uploaded a 5MB GIF too, but it was automatically converted to JPEG. I think they changed the rule?

Not on your end. GIF is technically not supported, so if it doesn't work... nothing that could be done about it, really.

is there a certain number of frames limit ? or FPS limit ?

APNG is a format very similar to gif, I saw alot of people telling to use it.
Im not trying to add anything to my profile, I just want to have an animated teams flag like @Tsukasa X Nasa currently has
The resolution for the team banner thingy u wanted is 240x120 btw, so you should try to make it that size most likely, and yeah probably try to make it as short as you can
