[osu!stable] Framerate capped? & Black screen when tabbing in and out

Problem details:
My game feels like its capped at 60fps, and when I tab in and out, my screen goes black for a couple seconds. My game is in fullscreen, the fps cap is set to optimal, and at the bottom left of my screen it says 480/480 fps. Also I have a 240hz monitor, and in my computer settings the refresh rate of my monitor is set to 240hz.
Does anyone know what the issue is and how I would go about fixing it?

osu! version: Stable 20241219.2 (latest)

I've just been playing on osu lazer since it seems to work fine. The only issue that I have with lazer is sometimes it is 60fps when opening it, and then when going to my monitor settings, it changes my monitors resolution to something dumb like 720p but reverting the change immediately fixes it.
