Hello i'm sorry if i am offtopic or wrote in the wrong section , :o because this is my first time using osu's forum!
i was wondering how do you make beatmaps and share in public so others can download?

All the information you need can be found there.. Next time you also might ask ingame, people in the chat channel #help are willed to help others in general question.

It's probably better to use #modhelp for mapping questions.
