someone who purposely stops gaining pp to decay ranks. often so that they can stay in a lower bracket for tournaments.

you can tell if someone is if they use nofail, there's other ways of course but that's a big indicator

Basically this, is the correct definition.

But, i'll go further into my thoughts about this topic :
I consider that decaying and deranking are not the same things.

Decaying, is just a consequence of playing without caring about rank or just playing less, not being competitive.
Deranking, is doing it intentionally for sandbagging tourneys or stuffs. (play offline, scoreV2, unranked maps)
Derankers are avoiding pp scores submissions on purpose.

About NF SO as an evidence of intentional deranking,
NF and/or SO by itself, are not enough to efficiently derank.
This will not prevent you to gain ranks, and if you like to play a lot of different maps,
not retrying always the same stuff, NF will quickly make you gain a huge amount of bonus-pp,
this will make low-ranked players to gain rank even faster.

and i will not discuss here my opinion about HP and spinners mechanics, that's not the topic. ;)
