is there any way that peppy can like make an ingame pp counter an option in the settings for the game overlay... because that would be really cool

Lazer is open source, anyone can do this, not just peppy. In fact, someone already did a year and a half ago, it just wasn't ever merged into the official codebase: https://github.com/ppy/osu/pull/3971
