What is alerting you to the fact that you can't connect? Are you receiving some sort of error message? Are you stuck logging in?

Can you post the build number that is listed all the way at the bottom of the options menu?

The number is b20200320
I'm stuck at logging in, and there in general no connection, I can't even get to the website by link in the left bottom corner, it just doesn't respond. Also at the bottom the inscription says Confirmation is being processed

Make sure osu! is not being blocked in your firewall. help/wiki/Help_Centre#online-features

Yeah it was blocked, I unblocked it and restarted my PC but it's still doesn't connect to internet. What more could it be?
Death
If it was being blocked before then you have to wonder how that happened in the first place. Perhaps it is still being blocked by something? You can try switching your release stream in the options menu to cutting edge and posting your network.log, but I'm not sure how much useful information that will provide.

If you scroll down on that link I sent, there is also an "I've added osu! to my firewall but I still can't connect to the game!" section with a few steps that you can follow.

Can't find where is switching release stream

Open the options menu in game, it's like the 4th setting down in the "General" section. Right below where you would change your language.

So yeah, everything in there kind of looks fine, except for the fact that that connection line appears 3 times and says successfully completed each time. I think it is only supposed to appear once, but I'm not sure.

It looks like you are on Windows 7 as well, is that correct? Do you have the latest Windows updates installed?

Also, going to go back a few posts, because I think I may have missed something:

Can you take a picture of this error message so I can see exactly what it says?

I think you might be able to fix this by resetting your default browser. Set your browser to something else, then change it back to whatever it is set to currently. Here is a guide for doing that: https://www.howtogeek.com/352167/how-to-set-a-default-web-browser-in-windows/

My Windows is Windows 7 max, but it is not activated, may that be a reason? And how can I sent you the picture of the inscription?
Death
I don't know what "max" means here. Does that mean it is completely up to date? I don't think not being activated would cause issues, but you never know. Let's just ignore that for now. I would definitely recommend trying this though:

Once you take the picture you can upload it to some place like imgur and then post a link to it.

Windows 7 Ultimate, russian edition
I've also had a short chat w/ the poster, and they claim their connection to Bancho is intermittent, and that the "ERROR: You must be connected to bancho to submit scores. Please check your connection!" error pops up sometimes during the play, but that may have been a consequence of having osu! website blocked by firewall

Also, as you said, I set my browser to default and now I can get to website by link in osu!, but it wasn't problem. I just thought that information could be useful regarding connection
UPD:
Done with that proplem, Thank you for helping me. I could not connect because my browser wasn't set to default, now when I set it to default, I can get to verefy by poping link in right screen side
Death
The fact that you mentioned you couldn't open the website by clicking on the message was definitely useful :). Glad it's working now.
