Bring it back
This is an osu!standard 1v1, Score V2, Double Elimination tournament held for 2 different divisions of players this time!
Division 1 will allow players between Global Rank 2,500 - 10,000
Division 2 will allow players between Global Rank 10,000+
Any player that is below the rank for Division 1 can still transfer into Division 1 by asking for the switch. Players from Division 1 cannot go down to Division 2.

Players must be within the rank range at the time of registration closing. After registration closes, all player ranks will be locked, and players are free to rank up or down as much as they want. Players will not be kicked out if they exit the rank limit before registration ends, as long as they meet the limit when registration closes.

Prizes
1st Place: Profile Badge (Pending approval) | 2nd Place: a hug
As of now, there is no intention of a monetary prize. If anybody would like to donate to a crowdfunded prize pool, feel free to contact the host.

The All Rounder, a short summary
TAR started as a tournament meant to test the overall abilities of 5 digit players in a competitive setting. Over time, it has evolved to push the boundaries of player skill regardless of their global ranking.
Map pools will be difficult, meant to test the skills of many players early rounds, and push even the best players to their limits later on. Whether it's a map pool being too hard for you, or another player exposing your weaknesses, this tournament will test your ability as an all around osu player.
TAR3 will try to get approval for a profile badge award, players will go through screening by osu! staff, and a profile badge may be awarded to the winner.
This tournament will not use any kind of badge weighting system (BWS).
Traditionally, the use of BWS in rank restricted tournaments has been used in order to keep the playing field “fair”. In this tournament, however, the aim is to let every player test themselves against each other, to not be afraid of challenging the best.
Map pools will be difficult, meant to stretch the abilities of the players competing.

Keep in mind that the star rating provided is the predicted star rating for the standard aim map in the map pool, giving a representation of difficulty for the rest of the map pool. The pool will not be based off of star rating, but by the difficulty of the map.
The pool difficulty is also subject to change depending on results, the goal isn't to have a grand finals with players scoring 200k, the goal is to challenge everybody, but still keep it competitive.

Qualifier

The qualifier will last one weekend.
There will be qualifier lobbies open throughout the qualification weekend, players can sign up for whichever lobby fits their time availability.
If you cannot attend any of the available lobbies, you may make a request for an "extra" lobby. This is only allowed in extreme cases when there is no possible way for you to attend any of the qualifier lobbies, the hosts hold the right to deny your request.
Each lobby can hold up to 16 players.
Each lobby will have 1 assigned referee, who will be in charge of everything running smoothly.
The map pool format for qualifiers will be 4 No Mod, 2 HD, 2 HR, and 2 DT.
The lobby will play through the entire map pool once in an assigned order.
The order the maps will be played is meant to offer a more realistic test through a map pool, instead of simply going down the list of maps and mods.
Your score on every map in the pool will be added up, and compared to the total scores of all other players competing in qualifiers.
48 players will make it out of qualifiers and will be separated into 3 different seeds based on qualifier positions.
The seeds from qualifiers will then be used to group players together for the group play-in stage.

Group Play-In

48 players will advance from qualifiers
There will be 16 groups of 3 players each
Each group will consist of 1 player from each seed
Each group of 3 players will play in a single lobby against each other.
There will be a Group Play-In map pool, no bans, each player gets 3 picks, pick order decided by !roll
Highest roll 1st pick, 2nd highest roll, 2nd pick, lowest roll, 3rd pick. The same pick order gets used for 3 cycles.
Group standings will rank players based on their placement in the lobby after each map.
Ex. 1st = 3 points, 2nd = 2 points, 3rd = 1 point
The player with the most points finishes 1st in the group, 2nd most points finishes 2nd in the group, least amount of points will be eliminated.
The top 2 players from each group will advance into RO32, the matchups will be as follows: 1st from Group A vs 2nd from Group P, 1st from Group B vs 2nd from Group O, etc.

Bracket Stage

The top 2 players from each group will advance into a bracket stage starting at RO32
1st place seeds from groups will be matched up against 2nd place seeds from other groups
Double Elimination Bracket means a winners bracket and a losers bracket. All players will start in the winners bracket.
Players who lose in winners bracket are not eliminated from the tournament, they will be sent down into losers bracket

This will only be allowed once, any further disconnections due to technical issues from the same player must be within the first 30 seconds of the map in order for a replay to be possible.

  8. 1st place in a map gets 3 points, 2nd place gets 2 points, 3rd place gets 1 point.

Miscellaneous Rules
  1. If a player shows up after the match has been DQed and considered a noshow, they will be allowed to reschedule the match. This can be done only with the approval of the opponent, the referee of the DQed match, the host, and a referee to ref the rescheduled time.
  2. If a player disconnects within the first 1/4th of the map, they may reconnect within 10 minutes and replay the map. This will only be allowed once per lobby per player. Any disconnections after the first will be a map loss.
  3. If a player disconnects after 1/4 of the map has been played, they will lose the map
  4. If a player disconnects at any point near map completion, their score at the time of disconnecting will be counted if there is reliable evidence that they had that score.
Evidence counts as - a registered local score showing the time of the score, a stream/video/screenshot of the score before disconnecting, a referee in lobby who had access to the live score during the match, scores being submitted in IRC, etc, ask the referee if you are not sure if something is counted as evidence or not.
  5. If a player fails to reconnect within 10 minutes of disconnecting, they will be considered a forfeit. If the referee and the other player in the match agree for a delay, they may give the disconnected player more time to join the match.
  6. If the referee feels that the players in the lobby are prolonging the match or "stalling", they have the choice of enforcing a 90 second timer for bans, picks, and readying up.
  7. If a player doesn't ban or pick on time once a timer is enforced, their ban or pick will be given to the opponent. This does not effect the order of bans/picks.
  8. If a player fails to ready up on time once a timer is enforced, the match will be forced to start by a !mp start 15 command.
(if they have to use the toilet, just let them go and give them an additional minute or two)
  9. If a player has technical difficulties downloading a map during the match, they will be given 5 minutes to resolve the issue. Maps should be downloaded before the match starts, so it is the player's responsibility to be prepared. If the issue isn't solved within the time limit, it will count as a map loss.
Throughout the tournament, referees will be trusted to make reasonable decisions on a case by case basis as each situation presents itself. If something is not stated in the rules, the referee will be allowed to make judgement based on common sense and valid reasoning using logic and/or evidence.
