This is somewhat true. The transformation of Manka to Joubutsu was not instant, as it required a lot of 'purifications' before she became a goddess in the negative spectrum. Oh and before I forget to mention, each 'purification' will erase a portion of one's memories, and the weaker memories take longer to come back. However, Shimedore is waiting for the time when Joubutsu is released from her own curse so that he can start his incident. Shimedore will pick up where Joubutsu left off and will proceed from there. Unlike Joubutsu, however, Shimedore won't destroy the world. Instead, he will gather up all the darkness in the world (which would then be easy to contain in one place thanks to what will happen to Joubutsu in Chapter 30), and is able to manipulate it freely due to Shimedore being one of the world's nature-binding beings. Once the current world is wrecked enough, he will take the opportunity to form the darkened world into one that he wants. He has enough power to do so.
In short,IMO Joubutsu is quite a tragic character.Her actions may be far from being acceptable (since when is destroying the world acceptable?) but in the end it all stemmed from her lonliness and suffering.I'm amused how you mentioned loneliness but forgot to expound it here.
